Guaranteed Income

Rochester City School District students will receive guaranteed income to support their success.

How it works: Each student will receive a monthly stipend, with amounts based on available funding. Implementation will start with elementary grades and expand over time.

Why it works: Studies show that families spend guaranteed income on essentials. No-strings-attached cash gives them the flexibility to meet their children’s needs—whether that’s a winter coat, school supplies, or rent to avoid eviction,

How it will be funded: Providing a $50 monthly stipend for 10 months to 18,000 economically disadvantaged students costs $9 million. Mary will seek funding through general operating dollars, state grants, and philanthropic partnerships.

Guaranteed Housing

Every Rochester resident will have access to safe, affordable housing.

How it works: The Housing First model prioritizes getting people into permanent housing and offering voluntary services, rather than requiring them to meet other conditions first.

Why it works: Housing First reduces shelter, hospital, and jail costs by providing stability from the start.

How it will be funded: Despite spending millions on housing development and code enforcement, residents still face housing insecurity. A full review of housing and economic development spending will ensure resources are used effectively. The city will also leverage state and federal funds to build, acquire, and rehabilitate truly affordable housing. A plan with benchmarks will track progress.

Guaranteed Response

Every call will receive an appropriate response.

How it works: Police will focus on urgent calls, such as crimes in progress. Mental health crises, minor offenses, and quality-of-life issues will be handled by trained professionals.

Why it works: This model reduces police workload while ensuring people get the right help for their situation.

How it will be funded: The city will aggressively pursue state and federal grants while redirecting operating dollars toward a new response system. Workforce development funds will support training for new responders.
